Winter Weather – Keeping the Situation Manageable

The right time to evaluate what is in place to meet the risk needs of winter storms bringing ice and frigid weather is before the urgent need.

Planning ahead will require reviewing and revising the existing emergency response plan, especially when and how to evacuate, shelter in place, and communicate efficiently with direct care staff and local officials.

A priority should be quick action steps for clearing walkways, porches, and patios and an evaluation of food supplies and menus that could be used if delivery is delayed or there is no power.

Many response plans lack the ability to identify who is responsible for what and define clear roles for emergency actions. This can delay necessary tasks and fragment the process, especially if new key staff has recently been hired.

Consider the Other Exposures

It is also a great proactive time to evaluate the population as residents with special needs, those accustomed to walking community grounds, patio sitting, or those at risk of elopement.

A structured staffing plan should be considered in geographic areas of heavy snow and ice. It should include a team meeting routinely for weather-related emergencies and a broader range of staff inclusion. 

Considerations

  • Security and comfort – of residents and staff and safe grounds – how fast and efficiently can the walking areas be cleared?
  • Supplies: reviewing menus, assessing food supplies, considering delivery delays and menus that can be prepared without power, and assessing equipment availability, including flashlights, batteries, and blankets.
  • Alternatives – for medical support equipment that does not require electricity.
  • Safety – checking automatic transfer to generators if there is a power outage.
  • Staffing – evaluating for transportation in and out and adequate numbers.
